Microsoft Office 365 support, worthless as always, has insisted the problem is on my computer (never mind that nearly 40 users in the same company but across different networks and ISPs all are having the same problem). Most have found that the Windows 10 PC client has lost sync with the server so that folders do download, but any files modified after 1/10 do not download, and nothing at all uploads. Some users see perpetual "Processing Changes". On January 10, right around the time the new OneDrive Admin center became available through the Office 365 Admin Portal, all users in my Office 365 tenant began having sync problems using the new "next generation" Windows 10 sync client.
